DAVID FRAME III, Vice President
Austin, Texas
Years in Construction: 34+ | Years with White Construction: 31+
David Frame III has taken a leadership role in constructing some of our most spectacular projects in his three decades with White Construction. With a degree from The University of Texas at Austin in Architectural Engineering, he has it all - the technical skills, practical experience, and personal attributes of a master builder. His career is punctuated by the construction of high-end residences requiring much more than construction acumen. These homes required an innate understanding of the client and the designer as well as the building materials and methodologies to make high architectural design a practical reality for the families who live there. David has moved through the ranks of White Construction to become Vice President with responsibilities for our Residential and Higher Education Market Sectors.
Did you know?
When David isn't working, he is passionate about DIY projects, especially automotive restoration. He is highly proficient in every aspect of automotive, boat, RV, and home restorations. He also loves spending time with his wife and children, one of whom is a Project Engineer at White Construction. A fun fact, at 6' 5.5" tall, David is still shorter than his three sons! Something very few people might know about David is that the summer after his freshman year, he traveled extensively through Europe for six weeks and returned to the US via the HMS Queen Elizabeth II!
We asked David to describe the following in one word:
Yourself – Mr. Routine – If there is something you should know about David is that he is the master of routine. This has served him well between overseeing several projects, maintaining his passion for restoration after hours, and ensuring he spends enough time with his family.
White Construction – Integrity – As a tenured member of the White Construction family, David has had the opportunity to experience and contribute to the morals and success of our company for more than 30 years. He elaborated, "This company means a lot to me due to the integrity of the White family. Otherwise, I would not have stuck with this company for 31 years and counting. I hope to finish my career here."
Construction – Challenging – Construction can be described as challenging, and David's expertise proves he can tackle any challenge.
Lastly, we asked David what he enjoys about overseeing the Higher Education High-End Residential markets. He stated, "When you build someone's home, you get to build for individuals living in the structure created especially for them. They are highly engaged and interested in the process and the final product. And higher education, most projects are a challenge when working with numerous stakeholders. There is a high satisfaction knowing you could navigate the roadblocks and deliver unique and exciting projects."

BRAD BARBER, Director of Corporate Interiors

Years in Construction: 19+ | Years with White Construction: 11+
During Brad’s tenure with White Construction, he has singled himself out as a superstar in managing of some of our most successful projects. He leads the firm’s interiors practice. He brought to White Construction an impressive resume of project management predominantly for federal government agencies. An excellent problem solver, Brad finds unique solutions and cost-effective ways to perform work safely while maintaining high-quality standards. His leadership and “can do” attitude always result in successful projects.
Did you know?
When Brad isn't working, he loves hanging out with his wife and two boys. He also enjoys golfing, skiing, fishing, hunting, hiking, bike riding, exploring live music in the Austin area, comedy, and watching football/fantasy football. He also loves taking vacations and exploring new places with his two sons. Something very few people might know about Brad is that when he attended LSU for Construction Management and he was a Fiji. He spent the summer after his freshman year of college with a friend living with his uncle in Pagosa Springs, CO and went fishing and explored Colorado by day while bussing/waiting tables at night. They went four nights into the wilderness by horseback and camped along the way. After he graduated from LSU he moved sight unseen to Washington DC for his first job and loved it there. Probably the most unknown fact about Brad though is that he used to have super thick black hair. When he started going bald and grey at 21 he said goodbye to it!
We asked Brad to describe the following in one word:
Yourself – Trustworthy – Brad has proven to be trustworthy as a colleague and to our clients, as he has worked with valued repeat clients like NI and Lake Austin Residence for over a decade.
White Construction – Family – As a family man, Brad values the family environment that White Construction built because it fosters an environment of support and growth.
Construction – Challenging – Construction can be described as challenging, and Brad approaches every challenge that can be thrown his way head-on and with grace!
Lastly, we asked Brad what he enjoys about overseeing the Interiors market. He stated, "I love problem-solving and working with the team to solve these problems. Interior projects are fast-paced and require flexibility, decisiveness, and strong leadership. I strive in these conditions. Also, my wife started her career as a licensed interior designer, so I feel more closely connected to it."

The best advice I could give is to seek as many mentors as possible for career advice, leadership qualities, and general life advice."

NEAL MOON, Vice President

Neal was “born and bred” into the construction industry. His education and training in construction were inspired by his father, a safety director with various major construction companies. He joined White Construction as a Senior Project Manager and was soon promoted to Project Executive and then Vice President. Neal earned his leadership role in the firm by virtue of his exemplary professional attitude, extensive network within the construction industry, and unfaltering presentation of White Construction values. Neal graduated from Texas A&M University with a Bachelor of Science in Construction Management and went on to complete a Master of Science in Construction Management at Arizona State University.
Did you know?
Neal enjoys experimenting and brewing his own beers at home. His claim to fame (in his neighborhood) has been his Lemon Drop IPA. Although not every experiment can be successful. His disaster batch was on his third beer where his mash stuck, and he created 2% beer. When he’s not brewing at home, he and his wife enjoy visiting local breweries in College Station, Texas. Before the pandemic closed their doors for good, their favorite local spot was the New Republic. He also loves cars and enjoys spending his free time working on vehicles. Something you might not know about Neal is he married his high school sweetheart, he will always nerd out when discussing motorcycles, and a fun fact is he used to race Motorcross and he was a part of his alma mater’s, Texas A&M, Cycling Team.
We asked Neal to describe the following in one word:
Yourself – Driven – Since joining White Construction, Neal has proven his drive. He’s earned three leadership positions at White Construction in just six years. With his continual proof of knowledge coupled with a little determination; he can accomplish anything. His grandparents’ guidance and hard work were what pushed Neal to succeed.
White Construction – Family – White Construction has created a family and team environment that was reminiscent of the first company Neal worked for where team members were important and contributed to the success of the company. We lean on one another during the hard times and support like a family but promote growth and celebrate successes like a team.
Construction – Fun – Construction can be described as challenging, complex, and critical, but also fun! Neal appreciated the camaraderie of his teams. You must be able to laugh while going through the daily grind!
Where You Grew Up – Country – Neal was born outside of New Orleans, moved to Austin at the age of five, and then to Burleson in middle school. He can describe all areas where he grew up as country and remote.
Lastly, we asked Neal what he enjoys about overseeing the Historic Restoration and Public markets. He stated, "Historic Restoration is complex and highly unique to each project.” He continued, “Alongside Public work, there is a chance that my grandkids will be able to see the mark I have made on our communities.”
